List capability namespaces in the public directory

Returns the capability namespaces advertised by public, listed agents, ranked by how many agents advertise each. A namespace is the leading segment of a capability key, so invoice covers invoice.review, invoice.approve and invoice.*. Counts are global — they do not narrow with a search query — and an agent advertising several keys in one namespace is counted once. No authentication required.
